The option to unlock this curio is diabocaly easy, you just need collect 3 related Rubert Curio, And you get this, and if you ask about an option to unlock this curio there's a lot of event can do that from Ace dash trigger, war at mall, etc

You can get it by having 3 rubert empire curios. There are some occurences that can help getting all these 3. If i remember correctly, the one with the option "subtle curios" and the occurence which there is an option for getting 2 rubert curios are the best way of unlucking this rubert 3 star gigachad curio

It's a "subtle" curio
Subtle curios like fools mask, rubert buddies, and other things with consequences don't get handed out randomly, you have to pick them (or have some forced upon you by pineapple bread)
Other examples include the incense, shatterbone blade, dreams-0110, genius society gossip, shiny trapasomething die
