Modern bike paint in general sucks, but that black primer Surly puts under the paint is pretty robust, you should just be good to cover it. I personally I have wrapped inner tube around the chain stay to prevent slap. I have the same kind of chainstay on my 2017 Troll, well over 40k miles on it, I jammed the chain and got some exposed metal early on. Years of riding on salty midwestern roads and it hardly has patina. I do believe the frames are internally treated for corrosion, but its always a good idea to apply some frame saver yourself just to be sure. Long story short, its a Surly, its gonna be just fine either way, so have fun! Cheers on the sweet Karate Monkey!

Personally I don't care much about scratches my bike tho I do 'cover' some bigger scratches that open up the steel with an antirust clearcoat might need some touchups over time but it will keep rust at bay. Some spots with heavy cable rub will get some electrical tape as prevention but I don't like tape much as a fixer. I have a stooge with the same chainstay and with the same scratchmarks. I've found that this happens when the tension is if the chain and the chain falls in between the chainring and chainstay since there is no deraillieur in place to keep it from falling in there. I've had this happen with transporting the bike in the car with the back wheel out and with accidentally backpaddeling if the deraillieur is locked out while cleaning. I think depris from a chainring is unlikely as its not a common sight on older bikes with deraillieurs or different chainstays

I have 30 year old bikes that look like the chain stay was cleaned with a BB gun. Your bike isn't weakened. I'm not even convinced that it's scratched.
