Both Larry and Jerry were both responsible for the overall direction and writing of the show. Larry may well have been the titular head, but both were responsible for the creative direction of the show. I love how over the years everyone seems to have developed this notion that Larry David was the solely responsible for all the creative in Seinfeld. That's not even taking into account the fact that over the years, they had an entire team of writers. Sure, Larry had final say on how to structure the stories and how they would be presented but that was mostly because Jerry had to also focus on the his responsibilities on-screen. edite:verb tense correction
