If the wording in the description part does not say casa em ruin or casa habitacao then you can never make any of those places into a house

Spot on! If the land was registered as "urban" they'd be saying it laud & clear, as it would increase it's value and interest.

Didn't the Holy Spirit tell you none of those pieces of land was good to build a home? Or weren't you listening?
All land shown here looks like "rustic" land = only good for agriculture. Home building won't be allowed.
If your girfriend understands portuguese, she can check the Caderneta Predial of each property (it's like the ID document) and the PDM of the region to see which areas are registered as "urban". Never believe what agents & sellers say, they just lie to be able to sell.
