People are already not going downtown. More restaurants and bars won't change that. Overly aggressive SFMTA ticketing, car break ins, side shows, a lack of interesting people / tourists, homeless, addicts and dealers. It's not just being afraid of criminals at night when you're walking to your car, it's knowing that if anything happens the police won't be there to help, and the DA isn't going to prosecute the criminal. Also most citizens are just tired of looking at the squalor. Most of us would rather stay in our neighborhood or spend our money traveling someplace else.
