If Pakistan is really really concerned about the Kashmiris, just to an advance plebiscite, since anyways PAKISTAN reneged on the UN resolutions. Had Pakistan adhered to what the UN had proposed in 1948, the situation would have been so more peaceful. Read Carter’s report of 2003, on Kashmir initiative, and you will see it was predicted exactly what has happened today in Pakistan. That the Jihadis and separatist will destroy and control Pakistan eventually, and a right wing reaction will emerge in India too.
