Apparently the way to turn this theme from nothing special coming from toby fox to something amazing even by his standards is to add some of that ol Sans-and-Dr andonut charm to it.
Sadly it's a bit short for the sans fight XD.
We still don't know if this is the full song, and I had to add a fade in and out specifically for importing this because it doesn't loop well otherwise.

Finally, after having beaten the Elite Four, you confidentially walk forward, a spring in your step as you approached the champions room: the one you'd battle them in and, hopefully, take their title in. Pokeball in hand and your partner pokemon you picked in the Lab behind you, you kept your gaze focused at the two regal and elegant doors that lay there, open. Though, there was something in you that made you pause: that made you stop walking forward. You were nervous, of course, about fighting the champion. Taking a deep breath and swallowing the lump down your throat, you briskly continued on, walking into the champions room, only to be met with a large set of stairs. Swiftly, you go up it, your partner pokemon following behind. The noise of your footsteps echoes throughout the large room. As soon as you get up the stairs, you see a yellow-orange tiled hallway with yellow pillars and stained-glass windows. You're met with the champion, whos staring right at you: hands are in his pockets and hes slightly slouched down with a carefree grin plastered on his face. He finally speaks.
" * heya, kid. you've been busy, huh? ...i've got a question for ya. do you think even the worst trainer can change? that everyone can be great if they just try? well, i've got a better question. do your pokemon wanna have a bad time? because if you take another step closer, your pokemon will soon be in the pokecenter."
You throw the pokeball in your hand at his face, between his eyes. No. He's too underwhelming. you refuse to believe hes the champion. He throws out a Cubone. What is this? You can't land a hit on the Cubone! You throw an empty pokeball at his Cubone. The champion doesn't block it. Instead, the Cubone dodges it.
" * here we go. it's a beautiful day outside, isn't it? pidgeys are singing, floettes are blooming. on days like these, trainers like you... should be training a lot more."

I like to think that the pokemon company didn’t want to disappoint Toby, so they made the entire soundtrack super awesome. They didn’t realize they were running out of time for the actual game, and could only shove half of the pokemon in, and don’t want to admit how much time they put into the soundtrack. I’m just happy we got a game at all, and even happier that it has such a great soundtrack. Wouldn’t you all do the same if Beethoven walked in and put his best tracks into YOUR game?

I’ve always believed that Chara is actually the unsung hero of the genocide run. I theorize that the monsters are actually trying to invade the surface as a revenge plot after being sealed away for many years, and through their magic, they are able to disguise their evil side (the beta sprites for Asgore suggests he was going to be a much more sinister character as well). The “Chara” we see at the end of the genocide run is Flowey’s last-ditch effort at corrupting the timeline to pin the blame on you and to falsely frame the real Chara as the next Hitler/Stalin/Mao. The heroic sounding Battle Tower theme seems much more fitting under this interpretation that you’re actually a hero seen as a villain trying to quell a monster invasion of the human world.
