A proper exhaust setup would include the H-pipe before the mufflers. I recommend testing to be done in this fashion. A proper switch would be recommended for the starter. There is no load on the engine. What is that open port on the carb that looks like it may be over the bowl. Is your pcv setup properly? Is that a two port breather cap with out a hose on the top one? I recommend venting to atmosphere. Then worry about vaccum elsewhere. Use a vaccum gage to set your idle screw position

@muszyngr is it a new carb or rebuilt? accelerator pump may be backwards.
the carb needs to be adjusted for that short of exhaust

We got a 302 but it's fuel injected
kindof sounds like it had a miss in it. I could be wrong
now strap a seat to it and your set
Where is your gas/fuel cell? Maybe if there was gas going into the engine it would run...just a thought/suggestion...u don't have to do it
