Electric Terrain should block sleep. Is this an oversight?

Terrains only affect grounded pokemon. Since oricorio is part flying, it's not grounded, and it means it can be slept in electric terrain!

a similar effect occurs with priority moves working against non-grounded pokemon in psychic terrain and rising voltage being only 70BP against non-grounded pokemon in electric terrain
