    this sentence makes no sense
Since Emperor Kamnu was the one who did make the new capital to Heian-Kyō (Kyoto) and built it.
His actions started the beginning of the Heian Period.
As beforehand the capital was in Nara, due to the Nara Period.
As he didn't want the clergy to have so much political influence over the Emperor he changed the capital.
Before Nara was Asuka from the Askua period. Ofc the first capital move from Heijō-Kyō (Nara period) back to Fujiwara-Kyō. But this didn't work so Kamnu built Kyoto. Where the capital didn't move for 1000 years.
(Open for corrections as I'm german 😂)

I wonder how much Tang Dynasty influence this had on 10th century Japan ?

I read Sei Shonagon’s “The Pillow Book” and I read a different translation (not the English one) but it said that women wore something called a “Chinese coat”. Mabye it was a coat inspired by something the Chinese wore back then?

well in the Nara Period there were still embassies to Tang and the clothing only changed over time. I think. I didn't really look into the clothing of the period yet
