When you encounter places that do not accept or entertain foreigners or non-Japanese speakers, that's primarily so they can avoid any chances of getting "foreigner trouble" occurring in the first place. Many westerners attribute that to plain racism, but this is not actually the case. We've been a long time neighbor to Japan and we have our fair share of foreigner trouble. Actually way more than Japan, because we always try to accommodate them, creating the opening for troublesome individuals to come in and eventually lead into trouble (intentionally or not). It's sad that such gatekeeping has to be done, but Japan is not the liberated West. Many people seem to hold this selfish mindset that Japan has to maintain "Japanese Aesthetics" while also being as openly liberated as western and other countries, out of some sense of entitlement or just being so used to it their entire lives. Respect their culture, and they'll respect you the way they can.

At 11:30 those poster is about 3 monkeys being loud in the train isn’t about recent event, it has been used for so long it’s called “toei ikimono no manner” it depicts animals with their stereotypical behavior such as monkey being loud , ducks being respectful and waiting in lines and etc. this problem isn’t well known and I’m sure none of the normal Japanese has any changes in perspective to foreigners.
I have a feeling this might back fire. I as a black man do want to visit Japan but I think the consequences of this could lead to xenophobia and possibly racism. Don't get me wrong I do respect the Japanese
