It depends.
Actually in dry particle test and on smooth shiny surfaces, contrast not required sometimes

Sir what is the reason behind that dry powder is best for rough surface while wet powder is not ?

In rough surface, coarse particles are useful, because small particles easily adhere to surface contamination, such as remnant dirt or moisture, and get trapped in surface roughness features.
Dry powder has generally large particle size then wet particles, so they are used for rough surfaces
