Great spooky cartoon with the usual suspects but the dark battling clouds, the animate lightning, the great cannonball near the end, and the Gorilla skeleton gave it an extra something. The battling clouds were really great cartooning as was the ugly on that gorilla. And when they didn't have enough spooky per se they very effectively went with silly. Despite Oswald's roots in Disney I think the Lantz people were more influenced by the Fleischers and through the Fleischers, Van Beuren. Lantz called Oswald's girlfriend Kitty which I am pretty sure Oswald calls her somewhere in this cartoon.
Although Oswald was owned by Walter Lantz at the time this cartoon was released, it's possible that Walt Disney gave Lantz a suggestion about providing a new look to the rabbit. Overtime, Lantz picked it up. This is likely due to the similarity of Oswald's and Mickey's outfit, and the fact that Disney and Lantz met and befriended each other in 1929.
Old cartoons are the best

At 5:08 Oswald does say Kitty, but it doesn't actually sound like Oswald to me, but rather like it was edited in later.
Really good cartoon👍
I know rock music does not come out until the early 1950s. However, the music used in the beginning of this short sounds like rock.

There is definitely no incarnation of Oswald better than this one.

@Friedtwizzler It's Mozart's "Turkish March".
So that's how thunderstorms are made
@RetroRabFan That trumpet fanfare at the beginning would most likely be big band music.
Mistakenly reissued as an Pooch the Pop 🐶
