In his Tucker interview, Putin expresses his openness to negotiations. Now, Gates asserts that Putin is unwilling to negotiate and there is no one to negotiate with. He knows that his assertion is false. All through out the interview he is very calm and uses his hands to emphasize his points, no discomfort whatsoever. Except for 25:09 when he begins answering that question. It is the only time he fidgets and somehow mock scratches his eyebrows around 25:39.
