It maybe because the facing sides of each balcony are not the same. If you want to connect two balconies together then side between them must be set as wall or no-wall.

You should let your sims doing long events, on average, I earn more than 7k/day by just spaming long events

In my Sims Mobile game, the balcony can't be made like yours
