No that's not what's happening. AC engines will automatically rev themselves up to help supply electricity for all the auxiliary systems, including the traction motors for a smooth departure. If you notice it throttled up without anyone in the cab. usually it will go to run 3 or 4
There is another locomotive located in the middle of the train that is remotely controlled from the first locomotive. This allows for more power and to kind of distribute it better.

At 2:59 why did the locomotive sound like it was at full power or almost full power was it to charge the brakes or to keep the engine warm

Bags of ice then used for garbage at the end of shift! I'm not an engineer but I did stay at a Holiday Inn!
