While it's true that ACE were developed by From (along with Banpresto), but I'm pretty sure ACE is owned by Bandai Namco, so From can't do anything, not to mention they need to deal with a lot of licenses.

Keeping it 30fps was a really stupid choice. I was waiting for this game so badly. Delayed for 2 E3s and this is what we get. It's not often I'm disappointed in devolver or fromsoftware.

IIRC, it's because of how FromSoft codes their games, often linking some important stuff (physics, sound and so on) to the framerate.
