It is a nice concept, but, it is not waterproof, the cement is poisonous to fish as are house bricks. Lining the pond with a pond liner would keep the fish 1. alive and 2. safe.

(If transported how do transport something that large and heavy?) 2.) why fill up them up add the plant pieces and then remove them and drain the water and refill it? What does that do?
I'm not sure, but cement leeches out into water and will kill the fish inside. So filling it with dirty water and plant pieces might be to accelerate this leeching process.
