The hp pavilion x360 with the i3 8130u is a pretty good budget option, if you can find it on a sale tho, I found it for 300€, (got the i3, 4gb ram, 128gb SSD, version, there's a lot of version of this laptop) and it's very much worth it for tha price imo for being a 2 in 1

The hp spectre x360 2020 edition does NOT come with sureview protection. Its a scam. Sureview technology requires a 120hz refresh rate monitor which this laptop does not have. The 2019 version did have it but the latest models do not.

The new lenovo yoga c940 15" is amazing imo, and trumps these. Just barely beats the Dell xps 15 in terms of price and power. You can get an 10th gen i9, 1650, 16gb ddr4, 1tb nvme, 4k screen (ips too I believe) and its a 2 in 1 with pen included, and the speaker rotates for great audio always. Also one of the best looking laptops ive ever seen. With 4 year accidental damage protection which costs under 100 dollars the price comes at just around 2100 dollars.
It doesn't matter if it's a 2in1 or just a normal notebook. You have to look at the specs(cpu, gpu, ram). There are a lot of 2in1 out there which are stronger than most PC's. On the contrary you have to pay a lot more money for the touch feature. If these 2in1 work for CAD 🤷🏼♂️. I don't know the program, sorry
2in1 work well for cad but I hardly ever use it because im used to my short cuts with keyboard and mouse. It's okay to make small edits but mostly for everyday work I use the traditional set up. In my opinion not worth it for the price tag. I would rather get a better GPU or extra ram for that extra money which helps with cad way more.
for me i have the 2017 lenovo yoga 520 and im an aerospace engineer student (i got reccommended specs from university) and can run AutoCAD (its the creo one but in my uni everyone calls it autocad so im not sure), depends on specs you get. i still use my laptop no problem with uni work

I tried using it with Inventor but most programs are not made for touch input, so there is no real workflow and not much to do
