A simple pump running 24 hours will get that water out of the basement. Problem is you have no power. You want dehumidifiers on the first floor, the basement water is not that important actually, any water in your walls and flooring is the problem.
The other problem pump the water where? You neighbor yards. All the home have drain in the basement that allow water to go down the sewer. But with this much water everywhere there is not place for all this water to go. The drain are not meant for 5 feet of water and my guess because of item people just have there drain is probably clogged with crap in the house covering in. Meanwhile I would not want to get in my back area of my basement and try to find it and clear it when the water is almost above my head. They will not be able to get electric until the water goes downs. But my guess if you need power and a neighbor need a outlet neighbor would be more then happy to let them do. I know I would and I would be calling asking how I could help. But I cannot imagine the mess we would be if we got snow last year. In the Twin cities we basically got like 6 in all winter long. If we had a winter like 2023 and this OMG. My big worry this spring was having a drought due to the lack of snow. Meanwhile it rain all night and this morning. Fortunally I live on a big hill.
