In tenkaichi 3 you can only stagger a giant character only IF they are SSJ3 level or above . Rest of the characters have to land a certain amount of hits to actually stagger a giant character and also broly ofcourse

For all those saying it wasn't Final Flash, it was confirmed to be Final Flash officially. And, I believe it was indeed called 'Final Crash' due to being part of a combo. There's actual documentation of Akira talking about it, he even says why it was named Final Flash too.
