Every time I eat something physically hot, whether it's burning my mouth or not, I make that sound. Most of the time nobody even gets the reference, but I do and then I chuckle.
If you pay close attention to when he's actually burning himself you can hear her say have some water twice. I bet Steve just refused to drink some due to comedic effect then finally drinks some in the end when he swallows.
