As someone who plays Vegapunk, you aren't wrong. We have decent search options, draw power is huge, and we have so much KO opportunity. Nami, Luffy, Raigo, and ntm, we have access to 8c Katakuri who can life both our own card or the opponents. With the right support, Punk could be top tier.
