They are very bad people. problem is those guys does not have any business and they are trying to get money from foreigners. Just walk around and go to few shops before buying any thing. Sad Incidents, Hope Government of Sri Lanka takes this matter seriously since it is bad for Tourism of Sri Lanka.

Unfortunately, there are quite a few scammers out there, especially targeting tourists. While there are many good-hearted people in Sri Lanka, the reality is that some are primarily after your money. They might initially seem friendly, but their intentions may not always be genuine.
For locals, customer service can be quite poor, but for foreigners, it tends to be better because there's a chance to earn extra money from them. As a Sri Lankan, I feel disappointed by this reality and apologize on behalf of those who may have treated visitors poorly.
I hope my perspective helps. While Sri Lanka is indeed a great place to travel, with so much to offer, it's important to stay cautious and not trust everyone too easily. If a friend were to ask me if Sri Lanka is a good place to visit and have fun, I’d say, "Yes, it is-just be careful and don't let yourself get scammed."
