You have to ask questions and clear objections before they on-board.

Voice quality is very very very bad .....other than everything is good...
Hr will contact you is good sign or bad
It depends.... But usually it's bad sign as per my experience.
If interviewer likes you, he gives hint directly /indirectly like at end of conversation he would emphasize more on salary or how soon you can join. These are good sign.
Abrupt ending of an interview, we will let you know/ Hr will contact you are not a good sign majority of times.

Vrushali, there are chances that candidates may not answer to recruiters call. So the best thing is to set expectations prior hanging up the call at the initial stage. You must educate the candidate about your follow up process and interview reminder process. Once your candidate answers the call (don't make it as the 2nd call after your initial screening) ... take a tour of the project and remind once again the benefits of the role to gauge the interest and commitment level. There are many ways to handle it.
