The song 'How to eat life' is a prequel to this song, this character is from a manga written by Eve called 'Kara no Kioku' and this boy (Tobi Otogiri) and his duffel bag/monster friend (Noppo/Baku) are main characters in it. Also the How to eat life song has a Japanese light novel as well which is super cool.
The dragon in the How to Eat Life song turned into this girl as a weaker form, it's seen she is decapitated by this fight club and after Tobi stops her headless rampage she turns into this girl and he tries to protect her from the people that decapitated her. But they want her back and they make Tobi fight in a tournament to save her.

Yes, this is the original animation for the MV.
By the way, the music video of Eve's song "いのちの食べ方 (Inochi no Tabekata)(How to eat life)" shares the same world view.
All of Eve's MVs have very elaborate animations.
