    This is a reaction video on the viral video of a lady driver and her tiff with MMDA enforcers and policemen. I did not include the possible repercussions on her as a civil servant because at the time of filming, I had yet to confirm it. In addition, her license may be revoked or cancelled as a consequence.

    As officers of the court lawyers have an ethical duty to uphold the law. Sadly, Miss Five Minutes is abusive of the law. I've watched the full video from Gadget Addict and was aghast at her attitude and even sadder to see her husband was worse. Itong magasawa mata pobre minura pa and MMDA personnel who were just doing their jobs enforcing the law. I admire the patience of the MMDA. These folks have to put up a lot with the worse behavior of Filipinos. It's good of you to bring this up as it is a good lesson for everyone. Thanks.

      Napakalumanay ng pananalita ng mga MMDA at opisyal pero sobra taas magsalita ng mag asawa ito.kung isa ka opisyal ng gobyerno dapat sana sumumod kna lang na obigay mo yun license mo para di na humaba yun pangyayari.

      @White Wolf it's not about what really happened before the one from "Gadget Addict" started recording the scene nor how the heated argument actually started, it's just a matter of showing your driver's license when you are asked to do so. Because it's a government property, not the name printed in it. And in addition to that, having issued with a license is a privilege. You don't get to own it. LTFRB can revoke it at anytime under certain violation/s. So whether or not it's a valid apprehension, you must show your license first when you're asked to show it to the apprehending officer, very plain and super simple. That's how it is done.

      White Wolf malinaw na my paglabag: Illegal parking.. dahil my paglabag, titiketan.. bago matiketan ang isang driver magpapakita muna ng lisensya... ang problem kay fiscal ayaw magpakita ng lisensya... ngmatigas.

It's not how much money we have in the bank; it's not how rich we are; it's not how many properties; but it's really our attitude, our character in dealing with other people.'     It's good that you're taking time for this. I'll give you something to think about. Define parking? Once you step out of your car, you are already considered park. Next is where did you park? If you park illegally then you are caught, you deserved a ticket. This is what these lawyers don't understand. The 5 minute rule of MMDA is only for them to know on how long they have to wait b4 they tow the vehicle. If you come back in less than 5 minutes, you don't get tow but you still get a ticket for illegal parking. Now if you run away and hurt others, then that's a different serious case. Sad part is these people are lawyers.

      TAMA! KASI YUNG IBANG MATITIGAS ANG MUKHA KAHIT NA NANDIYAN ANG MMDA AND THEY'RE ILLEGALLY PARKED EH AYAW MAGPAKITA PARA ALISIN YUNG SASAKYAN NILA PARA MAKAIWAS SA TICKET.

      Korek from the very beginning you already commit violation, ticket is automatic. 5mins is a grace period for the enforcer when will they tow your vehicle. Another is refusal to surrender your license. If its taking time for the enfocer to take your license they can assume that you dont have a license so they can decide to tow your car

      mahirap kasi madaming pinoy na hindi marunong sumunod sa batas. minamaliit kasi dito sa pinas ang batas kasi madali nila takasan o kaya bayaran at ang iba mas marunong pa sa batas kagaya ng hinuhi ng MMDA. naalala ko nung nasa Qatar ako pag may mga illegally parked vehicles nilalagyan kaagad nila ng sticker ng violation at ticket. tapos within a week kelangan bayaran ang fine. kung hindi magcomply hindi marerenew ang rehistro ng sasakyan. dapat talaga mas maging mahigpit pa. wala na ung 5 minute rule. kung marunong ka sumunod hindi ka naman magkakaron ng violation.

    There should not have been a 5 minute rule in the first place. The moment you violate a law or ordinance, your liability also starts upon the commission of the crime or offense.

      Peterwille Chua wala naman tlagang 5 mins rule.. tama un ibang comment na courtesy lng tlga ng mmda ung 5 mins. Pero kung babasahin yung reso ng MMDA for illegally parked unattended vehicle, walang 5 mins dun. Bubusina sila pero walang 5 mins wait. Kaw na nga nagviolate e kaw pa hahantayin. Anu ka special? 😂

      binigyan ng 5min courtesy kasi kukulangin cla ng tow truck at lalagyan ng mga na totow kaya pinagbigyan kusang ilipat mga sasakyan... ahaha

    5 min... It's just a courtesy and respect to the owner or driver. But the fact that you park at the no parking zone it's already a violation and obstruction.

      Yes courtesy not to tow your car right away. The rule is if the driver (Estepa) is present, she gets a ticket but not for MMDA to insist on towing the car even after 5mins. The intent of the tow is to move the car out of the way for obstruction (as you mentioned) but not to punish the driver because of Illegal Parking. A ticket is issued for Illegal Parking. The rest of the incident was instigated by MMDA to insist on towing.

      @@JohnTamad96??? Nkakabobo sagot mo ah. Not to insist? Kinukuha nga Yung license Para maticketan Kasi illegally parked. Since ayaw ibigay Yung license... Mmda assume na wala syang license Kaya ittow Yun.

      Eric, mali kasi yung focus ng conversation ni Estepa at MMDA. Ang conversation nila ay yung '5 minutes', which is the precursor to towing. So parang harrasment na ito na MMDA nag-iinsist na itow yung car ni Estepa. Again even after 5 mins kung hindi pa na tow o yung car mo hindi pa naka attach sa tow truck, ticket lang ang ibibigay sa iyo. courtesy nga yung 5 mins pero may mali na yung MMDA likewise after 5 mins kung wala pa towbar o hindi pa na tow at si Estepa nandyan na, issued lang sya ng ticket.
      Dapat the MMDA brought up the topic of issuing a ticket instead of talking 5 mins.

      Narinig ko sa conversation ni Estepa at MMDA, ok naman kay Estepa na ibigay ang license nya pero alisin daw muna ang tow truck.

      tama, kaya lang tinawag ang tow truck dahil ayaw ibigay ng driver ang kanyang license. simple lang ang violation illegally parking. worth 200.00 lang naman yun. mahirap bang bayaran yun!

    The 5 minute rule is not the issue here. The fact that she violated a parking law is reason enough to give her a corresponding action. She went above and beyond 5 minutes according to another video i saw from a cctv surveillance. Bad decision on her part to even argue with authorities. Hayan ang resulta sa pagtutol magbayad ng P200 fine.

    Here in Canada once you violated a traffic rule ... The enforcer ask for your drivers licence and registration of your car ...You will just be issued a ticket and if you don’t agree with the stipulation in the ticket you are given how many days to go to the court and explain .... you don’t discuss with the enforcer...

    Arbee yung 5 minutes is not part of any law of the land. It is just a grace period created by MMDA. So technically, the MMDA has the prerogative to tow it.
    At most importantly, her being unreasonable. one way conversation. I rest my case.

    Dami kong natutunan. Sna gawa ka ng mga ganito ulit. Talayakin ang ibat ibang issue na mamumulat ang taong bayan sa mga batas na pinapatupad. Madalas kc kakulangan sa edukasyon tungkol sa batas kaya may mga naloloko o nkagagawa ng mga violation na di pa nila alam na may batas pla pra dito. Galing. Keep up the good work po.

      oo nga pero wala pa yung tow truck even after 5 mins at nakabalik na si Estepa. Nag insist pa ang MMDA sa towing pero ang rule ay pag nandyan na driver ticket lang wala towing maski after 5mins. MMDA instigated all this issues because they insist on towing.

      What i'm saying is the MMDA should have not discussed the '5mins' issue. Instead MMDA should have said 'let's not discuss about 5mins. Your car will not be towed but you will get a ticket for illegal parking.'

      Sam, yes she kept asking but the MMDA should have asserted authority of conversation by discussing what was supposed to be discused which is illegal parking and ticketing. Even if Estepa insisted about 5mins, it is/was not the issue anymore. Estepa was trying to misled and bully the MMDA by asking 'where is my 5mins?' to get away with the real issue of being ticketed.

    The 5 minute is not a RULE. it is a consideration given by MMDA. by law when your car is caught illegally parked and there is no driver present to move the vehicle then ON THE SPOT they can tow your vehicle. MMDA gives you a 5 minute chance to get back to your vehicle so that they will only issue you a ticket EVEN THOUGH they are not obligated by law to give you 5 minutes. so please kung sino man yung driver na yun at yung asawa when you are caught be courteous dont be too demanding pinagbigyan ka na nga eh. DAHILAN nyo pa buntis asawa mo eh kagagawan nya nman yun eh. malay ba nung enforcer kung buntis asawa mo. pag buntis ba asawa mo pwede na syang mag violate ng laws ? demanda nyo yung MMDA represent nyo sarili nyo mga lawyers pala kayong magasawa eh. para mabawasan rep nyo as lawyers. bakit hindi na lang kayo maging kay gandang asal at gandang face ni Arbee Tee.

MMDA is not obliged to give you the 5 minute grace period. binibigay lang nila yan as consideration. if you bring it to court, the judge will tell you they can tow your vehicle away. similar to issuing a warning, some traffic enforcers can just issue you a warning for a violation instead of issuing you a ticket, this is up to them. they are not obliged to issue a warning to everyone.

    Take away that 5 min rule. That couple should come and live in the US. Let’s see how far you can go with your yak, yak,yak. When I got stopped for a violation I smiled and said good morning to the officer. You can always go to court to question your case. Why make life so complicated. 😡🤦🏻‍♀️

    Ito dapat maintindihan ng lahat: (1) The government owns the driver's license, NOT the driver. (2) MMDA officers are person of authority. (3) When the MMDA officer asks for the driver's license, the latter must comply without delay.
    So sad that many times the person who violates the law siya pa yun matapang at nakikipagaway pa. And these husband and wife are lawyers pa naman. As officers of the court, they should be the ones obeying the law. Kakahiya.

    Tingin ko ayaw ibigay kasi wala pa yung license sa kanya. Dumating yung asawa nya at pwedeng secretong binigay sa misis nya, at kunwari na nagsabi na lang dun na ibigay na lang yung licensse. Pero medyo mayabang sila at tingin sa sarili na above the law sila. Pag ganito ang nakaupo tingin ko magiging corrupt rin to dahil sa character nila.

    Thanks Arbee. We learned something important from your video. This will be additional key to every Pilipino to do the right and smart thing in their life. The change should start from us not from someone not from anyone but start from us. And most of all your right, RESPECT! Even though we reached the highest level of education we still should follow the law. Being down to earth or humble is not a curse or sickness but it's a personality of a good being person.     Based on the video, she was clearly in the wrong. However, I do not think this should and does define her entire personhood. It just so happened that a would be simple violation escalated into a viral video and vilified her badly. Its easy to criticize, find fault, and even hate her but let's not. Let's hope that the rule of law she disregarded (ironically, also a part of), penalizes her accordingly. And let's instead find lessons from this unfortunate experience. The good thing is, the professionalism and the dedication to duty of our enforcement officers shone. Thank you so much Beshies for watching! 😘😘😘💖💖💖💖

      Arbee Tee well can't blame the people who criticize this crazy woman and her arrogant husband!!! Mayabang sila sa pagsagot palang sa Mmda makikita mo na sila na may kasalanan sila pa galit!!! Ito problema sa pilipinas e porket may power or mayaman mabilis na makawala sa NYPD( New York City Police Department) pinosasan na tong mga maangas nato dami nilang violations nagdrive pa ng coding !!!     5 minutes is NOT A RULE it is MEARLY A GRACE PERIOD given to an offender so her/his vehicle will not TOW, but she must be apprehended for her/his misconduct on traffic rule. NO ONE IS ABOVE THE LAW!

    here In Canada once violated traffic rule we are obliged to show our driver's licence to the officer ...kung may dispute or protest haharap Kami sa court...too bad fiscal pa naman siya.

      Same here in UK. They will just give you points on your license, the more you argue, the more points they will give you. Even you dont hand your license to them, they can still get the details from your car registration number and can cancel your license on their data base, you are obstructing justice and cause more problem, then they will send a letter by special delivery post, increase in insurance premium and a free day to argue the JUDGE at county court. :-)

    Madam you are correct in saying that there are 2 ways in committing a direct assault pero both of them are "without" public uprising... yung difference is yung 1st committed by employing force or intimidation to attain any of the purpose of rebellion or sedition, which is madalang ma commit...the 2nd way to commit direct assault is to attack, employ force, seriously intimidate or seriously resist any person in authority or his agent while in performance of his duty (eto kadalasan na co commit) like in the present situation... in both instances madam there must be "without public uprising" dahil kung merong public uprising ibang kaso na po yun.. that is to my understanding po ^^

Simple get the ticket and pay your penalties but then mas pinili nyang magdrama queen! Buti nga kayo may leniency sa Pinas dito sa US dahil sa taas Ng penalties who wants to break road law? Simple naging complicated dahil sa taas Ng ego! Even an educated people can be so stupid sometimes!

    As a holder of a valid driver's license we must surrender our license to the apprehending officer (in uniform with ID Nameplate Agency and has Ticket) and let them issue or not issue the ticket. If they gave you the ticket and you are not satisfied with the written violation you can just simply put on the ticket the word under protest and have it signed and contest it accordingly. Most of the time if it is only a petty offense you can get away with it by simply acknowledging your mistake to the apprehending officer or politely stating that there is no violation committed on your part as what you know. Just be aware of your rights too as a motorist.

    5 mins allowance is a courtesy from the enforcers. That's why is not written any where. It's common sense but some people would rather make an excuse while being inconsiderate.

    On one side, minsan sobrang hirap naman sumunod sa law. Gagawa tayo ng law for order, diba, hindi naman para pahirapan mga tao. Ang hirap ng penalties. My dad, senior, has been towed by the hospital when I was operated on and it's way too much. They should also update things. He did arrive. But you still have to let it go, pay for the trip there and ticket and pick it up. Parang sobrang hassle, fine na lang sana since he was there na. (Which for us is huge already) Walang busy busy o may inaalagaan kang mahahalagang bagay. Pati pag first time driver ka sa isang place and clueless ka, andali ring maka violate kahit hindi sinasadya, maraming hindi visible na signs, and there's no grace many times. It's not new person or foreign person friendly. I guess the experience will really be the best teacher then. And that's frustrating. There was a time, I had to take a nonpaid leave for a whole day just to pick up my license in neverland for a minor offense as I passed through their territory and pay 500 because that was the "minimum" even if the real fine was almost 200 less if I remember correctly. And I almost never take leave from teaching. Well, kahit papano mejo naging familiar ako sa place. Sa iba, if you try to explain, respectfully and honestly say sorry, mapagbibigyan ka pa.. so yeah, respect, pero wag din namang pahirapan. May mga ginawa silang supposedly mapapadali yung mga ganito pero I haven't seen it implemented in real life. I hope I never have to. Gawin natin lahat that we can do to serve all citizens well. That's the main goal naman, diba? That's what the law is for.

    there is really no 5 minutes rule... tow kaagad dapat siya upon illegal parking, yung 5 minute rule na sinasabi ng MMDA is binibigyan lang ng pagkakataon yung driver (nagmamagandang loob na action ng MMDA) to have lesser violation at minimize abala para sa driver at MMDA (ticket instead of tow). napakagandang video po nito madam, naiinform mga tao :).

    Sumunod sa batas at patawan ng parusa ang pasaway. Sa maliit na bagay di nasunod. Kaya hirap umunlad ang Pilipinas. Sa ibang maunlad na bansa, well imposed ang batas at napakamahal ng fine. Maswerte pa sila na marespeto ang traffic enforcer. Pag pinalusot yan, mawawalan ng respeto sa batas ang majority kasi pwede naman pala makalusot mag apologize lang.

    I'm actually surprised the MMDA has this 5-minute rule. After watching the videos of Gadget Addict on MMDA clearing operations most of the time these vehicles park in a a no parking tow away zone. And it's not like these people don't know the MMDA are doing these operations. They should be towed since they are after all obstructing and breaking road rules and regulations. That's just my opinion though.
    Also, arguing will just make the situation worst. Not only will it aggravate a lot of people, at the same time possible new charges can also be added as the heated scenario continues. Kudos to the MMDA personnel for keeping their cool under such situations. If the drivers have issues go to the MMDA office and complain there to get their side of the story known.

    I’m a woman too, but there’s no excuse for her intolerable behavior towards the traffic enforcers.
    She was mouthy and infuriating. She should’ve stayed calm, civilized and had just given her driver’s license when asked. She prolonged the process and caused more unnecessary issues for herself, officers and other drivers.
    Dito sa America, cops DO NOT tolerate such behaviors. Men or women.
    5 minute girl should’ve handled this better had she really been concern for her unborn baby.

    Hi! I really appreciate how you laid your points and legal basis.
    Ask ko lang what is the use of issued bodycams sa ganyang operations kung hindi lang dn pala nila gagamitin and the rule as regards the use of such? We are all very aware that bodycams are already issued to MMDAs and other local traffic enforcers.
    I am just bothered by the act of gadget addict in tape-recording or video recording said operations and posting it online. To the point that the video posted online was not the full clip of what had happened. We were only able see how the Fiscal reacted. What about the prior incident in the said situation? It might not cause turn of events but might give just and fairness to everybody. Lumalabas may pagka biased.
    Ano po bang pwesto or authority ni gadget addict sa operations ng MMDA to capture videos sa mga ganyang operations? Personally, if I am stuck in such a situtation as that of Fiscal i would be triggered or would be panic-stricken if cameras are on my face or someone is recording me. Personally, i would feel harassed. If gadget addict is that relevant to such operations, then maybe the distribution for budget as to bodycams shall be stopped. And just let this foreigner shame every traffic violators. I dont know if that is even the intent of our laws, but if this guy is an exemption then let it be.
    I've read the proposed rules as to the use of bodycams, though I dont know if isaid rules extends to traffic enforcers, that video clips or recording may only be released if it is ordered by court and/or if it is relevant to court proceedings as proper actions has been resorted to by either of the parties. It was even stated in the said proposed IRR that everything shall be recorded, from the point of apprehension till the end of it. It was even said that the officer recording thru bodycam shall advice the person being apprehended that he or she is being recorded.
    Fiscal really acted inappropriately. But it is unfair to let people be angered by said (maybe) half truth video clip. Hindi lang naman sila mag asawa ang napapahiya kundi mga anak din nila. Deserve ba ng mga anak nila ang pagkapahiya nila dahil sa video na to? Para sa ano? Sa shares, likes and fame ni gadget addict at MMDA?
    Ayun lang. Just my two cents. Thanks.

    The mmda were super calm and civil with their apprehension, salute to sir bong, in fact para di na lumaki ang issue kinukuha nalang ni sir bong yung license nya for a simple traffic violation worth 200p, wala ng towing. But she keeps on running her big mouth with the 5min rule which is no longer an issue. Pasalamat yung mag asawa at puro transparency na ngayon, nagkalat ang body cam, mga nag vivideo, mga cctv...pag wala...hmmm
