He's kinda right. If you go in and opponent doesn't have flash they die giving you an advantage. If opponent has flash they're forced to burn flash giving you an advantage. If the opponent flashes for a kill you trade kill for flash which is an ok trade, if opponent doesn't have flash they can't flash for a kill so you go even. So it doesn't really matter.

timing flash is a bit hard, just a bit, the think, is that you have to pay so much attention to the timers that is better that a support do that, in high elo, when you ping flash, the supp write in the chat the times, is good info

thats exactly why it is typically the support role to time flashes. Farming correctly, Tracking waves, making the correct micro decisions, its way too much for your short term memory to deal with on top of timing sums. Support has to place wards, position correctly, and hit their abilities. Thats basically it. Besides timing sums they are more concerned with directing the team towards winning plays and managing vision control, and a part of making winning plays is timing summoner spells that could swing fights.
