They both use the same chip, so its just a difference of the drivers used. I upgraded my gtx 1650 laptop to a 1650 ti cus they use the same chip. Check: techpowerup gpu database

I never think of this, but I don't think that GPU can be upgraded simply by update the driver. Intel HD is integrated with CPU, the only way upgrade it is to change the CPU. Force install incompatible driver will only make the hardware work unusual. Though its not recommended, this is still useful for those who "need" HD4000 driver but don't want to change the computer.
As long your Laptop or Computer support 64bit, then it's recommended aswell. There's no General Consensus in this topic so you better think first before indicating that it's not recommended.

I was going to give up, add Microsoft Basic Display Adapter, which only duplicates the main screen and go to bed! Then I was wondering if there was a way to update the driver to HD 4000 because no forum or person was saying you could or how and found your video. Worked right away! turned off the main while applying the update and then they both finally came on together! Thank you so much! Replacement of driver 3000 with 4000 works without problems, but neither VideoProc nor Davinci Resolve do actually start. They try to start after driver update, but close down immediately with an error message. And, interestingly, when i let windows automatically search for driver updates, it reinstalls the driver for HD Graphics 3000 again. So - no, i cannot upgrade my Intel HD Grapics 3000 in my HP Elitebook 8460p to HD Graphics 4000 , although i can use the HD Graphics 4000 driver. So, i'm still stuck with shotcut instead of VideoProc. Nice try though, but doesn't change anything.
There is actually only one driver pack for all intel iGPU's, and that's why the installation process is even possible. The only difference is in name displayed ...
is this 100% safe to do? i cannot replace my gpu so this is kinda a last resort for me. i have an the same GPU and OS, im on a Thinkpad T420. (Edit: i did this the other day and didnt really do anything, nothing bad happened but it didnt fix my issue. i needed opengl 4.0 so i thought this could've worked, it didnt. i found out i can replace the motherboard with one that has a nvidia integrated gpu. so uh yeah)
Its probably impossible... You cant just switch gpu driver to different architecture. Thats not how its work and you can possibly corrupt your graphics driver.
For those who have problems with this: I will make some modded drivers with better directx support and more fps and 3000 to 4000 automatically But you have to disable secure boot to install the drivers because i cant sign them again I swear the only different file is the inf for the driver
People barely use a PC with Intel HD Graphics 3000 and 4000 these days as they are very, very, very old! Today's laptops have either Intel UHD Graphics or even better, Intel Iris Xe Graphics!

no, bcs it's just a software update not a hardware. So basically you'll end up using the hd 3000 dx feature which is 10.1 .. it doesn't support dx11 unless you'll get a new graphics card
You will know only after following all these steps, you will see the list, you can update the graphic version of the graphic in any of them.If your pc does not support it will automatically rollback to the old graphics.
I hope you all know that this doesn't actually make you HD graphics any better, all you are doing is running the incorrect drivers for your HD 3000 graphics. Sure it might help with some software and compatibility issues, but in reality you are gaining absolutely nothing by doing this performance wise.

Some GPU's are just old rebranded models with an overclock. I don't know if that's the case for the HD 3000 and 4000 tho.

That generation of nvidia is not worth it. I will make modded drivers to match the fps of the nvidia motherboard with proper directx support
