As a veteran Mino player, I can honestly say that I consider the dispersion mod to be very strong. I played several hundred games with this module and it really helps you to strike bow and stern sections better at medium range. Mino got the highest AP DPM of all cruisers by far, even outperforming Worcester by a comfortable margin. Dispersion is the best choice for getting this theoretical DPM into raw damage numbers. And you don't really need the turret traverse, 20 degrees per second is already excellent.
Running the legendary module on Minotaur is mandatory imo, if you can spare the free XP. Basically 2 modules in 1. You also get a turret traverse module as elite bonus, so you can actually run the equivalent of 5 modules on Minotaur.
In the last slot, detection reduction is of course very decent, but rudder shift can be great too, especially if you use your guns all the time and your torps very little, like me. Your maneuverability will be godlike.
So yeah, WG messed Minotaur up big time. Which is a pity, because she is one of the only ships in the game which is basically immune to powercreep.
I prefer turning but dispersion is a good pick. I didn't notice much of a difference in the dispersion when I had it on. But I agree 100% with what you wrote down

The video (the cruiser playstyle) is severely misinformed. I don't think there was a connection between CCs and the Production Team (Like if we ever interact them).
Every minute in the video gets more cringy to the point that I cannot understand the logic behind their minds.
I’m a fan of the CC lines and plays style. Constantly maneuvering, get into position fire a few salvos and move. It’s probably one of my more successful play styles. Works well on fast BB and both BB/CA classed CC’s(Scharnhorst/Odin, Alaska)
The CC play style for me anyway varies depending on which specific battle cruiser you have. A repulse, Odin, Iowa, Alaska and Kongō all play different. Even when the style is similar the skills make it different. Iowa and Alaska both do better bow tanking but Iowa has RR, Alaska has radar and AD so plays more of a support role when possible. I’m looking forward to the German dedicated CC line being added one day hopefully.
So WG does not know how to make good set ups but there is some things I agree with

Second edit for most cruisers I use main battery mod 2 sometimes 1 propulsion mod 1 and steering gear mod 2

Mogami? It's not a bad ship but just aged. It's an ok firestarter with a great kitting ability. Torps are ok. But it's super easy to kill and the guns needs to be more punchy.
I totally agree I’m getting punched out just about every time I play I’m trying to get one or two ships to be more competitive just trying to learn how to to play thanks for the videos

Being playing cruisers for 4 years..I have all cruisers nations up to at least 8..if I had watched the video that wg put.. I would of given up grinding cruisers..I rate the the area where wg gets right is at about 15% and misinfo at 85%.. I rate slai at odds that I would take to Vegas on a live happily on the winnings
