Fun fact, if you double tap the horn, you get another unique siren sound.

Not unique, just a small clip of the normal siren, real cop cars can do that to. Or most anyways

I think the speed test regular speed test I think they were equal the add it was just slightly slower like the Edit that you did was just slightly off maybe that's what happened

Because rockstar put it in the emergency class it has to be in the muscle car class for it to do a wheelie

The upgraded on-road and off-road race are probably close enough that it could be inability to perfectly replicate position and inputs.
I'd say that the inability to do a wheelie in the Police variant is probably a good thing, as it means that you don't lose as much grip while in a chase.
