It's typical for this animes design, I think. Trust me, we don't know! You'll get used to it over the time. No clue how it's in the anime because I'm a manga only person

I vaguely remember Oda (the author) saying in response to a similar question that in other comics, a lot of people choose to have the mouth closed even when characters are talking because it makes them look cooler, but Oda wanted his characters to have more emotion, so he went with open mouths. I guess if characters aren’t talking they also usually aren’t in a panel.
