If you are a beginner then yes , you should begin with 0.3 or 0.5 % retinol . And start with once a week at night and definitely apply sunscreen the next morning
Not daily, if you are using retinol for the first time then start with once a week and slowly you can increase it to three times a week , not more than that.. Do not apply retinol daily

Yes,it's completely safe to apply close to the eyes,also the best time to use this is at night and leave it overnight (do not wash it off)

dry skin k liye use kr skate hai kitne din me effect dikhata hai

For black spots and pigmentation you can use niacinamide serums.
