As opposed to flame throwers which throws a flame not really cutting anything or a plasma torch which torches things with plasma rather than a flame. Hope that cleared up the confusion.

Well to me they're two entirely different phrases. A wheelchair user would be someone who could be mobile without it, using crutches or whatever, or someone who just likes to do sick wheelchair bounds, since becoming quite proficient in a wheelchair with two broken legs for instance. If paralyzed or unable to move without one you are then wheelchair bound.
