I believe it was said by the creators that the feautures they implemented back in 2.93 were already adapted in 3.1. Also, Pencil+ is a quick helper. You can also create eyebrows over hair with native Blender. I think I gotta do that in a future video.
Arc system works is what compelled me to learn blender in the first place cause I want emulate this art style myself one day.

Yes, only to Unity, using Pencil+ bridge. But you'll do well to research abou what parameters can be transfered first, on their webpage.
