For Pac to diss Jay before he was even a signed/major artist says a lot of who/what Jay was before rap. Pac was tapped in with New York. So he obviously knew "this dude is worth/worthy of me, one of the biggest rappers in the world, speaking on" on an ALBUM. Not an interview or magazine article that's more candid/random. He took the time out to write and then record that shit. Artists then, especially of the caliber of a 2Pac didn't rap just to rap. Every line had a purpose. That was an attempt to "disarm" a potentially strong alie of B.I.G./NY before he became a real threat.

What he gave jay was light. Jay wasn't no threat to Pac. RD barely went Gold. Meanwhile AEOM was 6x plat. This is why Pac didn't really address jay like that. Somebody need to make a video on the art of generating viewership through RUclips and other social media outlets.
