Hi! For infant, I would use 3 yards per sock so 6 yards for a pair.
6 yards of ribbon (split in half)
6 yards of tulle (split in half)
For the elastic measurement, I would measure around the ankle and take away an inch or 2 so it can be fitted on the ankle and not fall down.

Yes. Fold it and cut it in half so each sock can be 3 yards. So altogether you’ll have 6 yards for one pair but each sock will only be 3 yards.

Is the thule folded? Is that how the elastic goes in?

Hi! Yes! I folded the tulle hot dog style and sewed a straight stitch beneath the folded edge…. a little wider than the elastic width so the elastic can go straight in that channel.
