May be they are fused or something. Use a multimeter and switch it to continuity mode and touch the terminals of the LED if the LED lights up it means it's fine BUT if the buzzer of multimeter beeps means the LED is fused that's why it's completing the circuit. Then take a soldering iron and sort of melt the LED once you see its terminals use Solder wire and short them so the circuit gets completed. This is because all LEDs are connected in Series. Solder the wires on the board. The board already has the marking on it to make the connection

Try changing the USB cable and then try. Usually the cable gets stretched from the inside and wires break
