If Wheezy reappears in the upcoming Toy Story 5, I think the voice actor for Blogg from the Sesame Street segment, Abby’s Flying Fairy School would definitely be the perfect replacement voice actor for the squeaky penguin himself.

My guess on Wheezy: he was Andy's Christmas present. We didn't see him at all in Toy Story 1, not even after Andy got all his birthday presents. And the only toy we got confirmed from the Christmas party is Mrs. Potato Head, but we only see a brief potion of the Christmas toys.

Phil LaMarr voiced Wheezy in Toy Story Mania. I don’t why but they should have used him for 3 and 4

Maybe because he sounded off and he sounded a lot like Piglet from the Winnie The Pooh franchise.
