No - The idea is total nonsense. You can't step up 12v DC through transformers. Why ? - Because it's DIRECT CURRENT.
This is a simple series connection of carbon and zinc plates. Not at all complex to show as a circuit.

Fooling people. A quack! Builds a Zinc Carbon cell 4 in series charges with 24 V DC to give 15 V DC till it discharges 1/3 time of charging time. Connects it to 250 output inverter to take a load of few Watts ! That's it. The reason he wont provide technical details. I condemn RUclips for promoting such foolery with a disclaimer for self.
