E05 has actually been off the air for many years, although I remember tuning in many times back when I was an active numbers listener in the early 2000s. The general consensus seems to be that it was operated by the CIA from a facility near Warrenton, Virginia and I believe also another location overseas. Transmissions certainly always came in loud and clear at my home in Ohio. E05 was also nicknamed "The Counting Station" because of its characteristic "1234567890" opening.
As an aside I once wrote a song about the station called "Cynthia Is Counting" and when my old band recorded it I incorporated samples that I made when I recorded an actual transmission off the air. She really made an impression on me!
I remember listening to her in my early days of SWL. Back then I didn’t understand the purpose of the numbers, but came up with my own theory. I thought these were merely utility stations used for propagation purposes and the numbers were used to make sure the frequency is occupied for whoever needed it and to warn others not to broadcast on these frequencies. That was my theory.
