Row reduction for p2 the lowest value in row is 4 so if we subtract 4 from 15 this will equals to 11 not 9 sir

Nope, mathematicians job is to generalise concepts. What you are seeing is the most simplest form of this type of questions. If you are a Computer Science student, you will understand how important this concept is, especially during Analysis of Algorithms, where you will be dealing with cost matrix of atleast 10 jobs with 100 algorithms. Plus you will see a mix of dtatistice there as well.
