Just before this haunting piece begins, there is another set of vocals and percussion that opens Permanent Record. Who is the artist behind that shorter opening music? Love this theme music, it fits the tone of the film.
I’m assuming you’re talking about the opening credits to “Permanent Record”. All the instrumental music for the film was made by Joe Strummer & The Latino Rockabilly War, I can definitely hear Joe’s vocals while a Spanish/Latin sounding guitar plays (probably played by Zander schloss)

This is probably the most unique sound in Rock I’ve ever heard. Surprised no one has gave birth to a sub genre dedicated to sounding like this.
I bought the soundtrack many years ago just for this song....The movie itself is good too.
