Man, you don’t need to sell me on the Finnish 84. I already love that thing. The range, accuracy, and reload just make it a far superior version of the 76mm infantry guns.
That 84mm QF 18 Pounder and 87.6mm QF 25 Pounder have been absolute pains to deal with in my Italian conquest series, I had to bring up French Schneider 105mm guns in order to outrange and deal with them.
You need a handicap now since you win even playing infantry only. How about handicapping 1-2 largest call ins? You would need to fill them with the most expensive units but you are not allowed to use them. 2 call in handicap is challenging as you stay on call in 1 for a long time. It forces you to research call ins faster and strips you of 260 popcap. Loadout management becomes more challenging too which can change what you research and use. There is a german halftrack with a 7.5cm pak that is 22 popcap cost (but there's another that costs 30). A standalone pak40 costs 25. That halftrack is a bargain! Figure out new stuff with weird handicap challenges~
