It doesn't. Piccolo just gets the "on super" part of his passive when he does his active skill which is why his defence increases. The slot 1 and slot 2-3 part of his passive specify "attacker in turn" which means it only procs after your last unit picks up orbs. Another unit whose passive also has the "attacker in turn" wording is LR Int Vegeta and Trunks, and just like Piccolo Jr. their active skill can't proc the slot 1 part of their passive because it only procs after your last unit picks up orbs.
You also forgot about another hack with LR Orange Piccolo. For characters who have “upon collecting x number of orbs, gain y ability.” If you get their orbs and then pop orange piccolo active. The character would already have the ability when the giant form turns off. This is noticeable on God Goku where he gets guard on 6 ki spheres. You can then conserve orbs or transform god Goku to have a super sayian Goku with guard.

Been a while since I played but I think you can activate two standbys at a time of different type. The revival type of standby can only be activated by one character. I remember I did activate two int LR ssj 4 Goku's standby at the same time. I think the buu duo and ssj 4 goku's standby are counted as different since buu duo is a finisher and ssj 4 is a transformation

But in the end he dodge and Orange Piccolo came through with his Passive to heal!!! But its good to know his other secret tricks Then he already has his 100% dodge right we gets to turn 4 when he transform Orange Piccolo my guy hes has so many abilities its crazyyyy plus hes crazy can Give entire rotation 2 ki can can heal you all the way if he gets hit 7 times weather its early or later in the fights he transform into his gaint from as early as turn 3 or 6 with another moive heros unit can get you out of lock situations take away supers or Aoes in his gaint mode can last 2 to 3 turns by 50% if that activates comes out of gaint form and you can a free turn of no supers no aoes and Piccolo becomes an absolute tank on that rotation!!!
