I don’t know if SSJ2 Goku is either stronger or weaker than SSJ2 Gohan.
well during the bus Goku super Saiyan 2 was far more powerful than Gohan super Saiyan 2 but in this Gohan super Saiyan 2 is stronger than Goku super Saiyan 2 because they're in the buu saga he already knew super Saiyan 3 which made his super Saiyan two more powerful because he trained to get super Saiyan 3 so he's probably 2 billion weak then in canon
Much weaker. Goku said it himself, Gohan was stronger before he showed SS2, and that was also without his rage. Yes his rage and SS2 are different, and if you believe other wise, you have to believe normal SS Gohan could kill Super Perfect Cell, since a half ki (enraged in SS2) blew that Cell away. Goku was at best half as strong as enraged SS1 Gohan, and that’s generous as SS Gohan not only though SS Goku was holding back because of how low his power was, but even when Cell used his true speed and strength to blitz Gohan, Gohan revealed he was just fine without rage or SS2, whereas Goku had to teleport away from a Kamehameha fired by a suppressed Cel. Gohan in SS2 with his rage is stronger than a hypothetical Cell Saga SS2 Kaioken x 2 Goku, probably by quite a bit
During their fight in the Buu Saga, Vegeta said that Goku in Super Saiyan 2 is as strong as Gohan when he defeated Cell in the same form.

I think the powerscaling for SS2 Goku was fine, he's stronger than Perfect Cell but not Super Perfect Cell since he's weaker than SS2 Gohan.

It made sense since he was weaker than cell and Gohan and ss2 Gohan enraged was still slightly stronger than super perfect cell so Goku definitely takes an l in the garage scheme of things after all Goku struggled with a perfect cell that wasn't even using full power at most 75%

So the only real change besides gohan being stronger...is King Kai didnt die. (Trunks not dying doesn't really matter with how he was wished back so soon after.)
To answer your question: Gohan's SSJ2 would still be way stronger than Goku's SSJ2 here, because remember Gohan's SSJ2 was also fueled by his famous Rage Boost Power Up too so Gohan's SSJ2 is on a different level then Goku here.

@@mariaportilho9919 Gohan (once he got angry enough in regards to seeing Frieza impale Krillin and throw him into the water to drown) managed to faze second form Frieza when even Vegeta couldn't, so clearly not. And Gohan was way stronger than Goku and Cell at the time of the Cell Games as well since he became the first SSJ2.

As much heartless and inhumane things cell has done especially killing gohan who doesn’t want to fight sadly he is correct Goku is really foolish and selfish for him put his son in battle against monster like him by giving cell senzu bean to make fight fair despite huger stakes and dire situation that fairness or fighting doesn’t matter nor means much in long run with z fighters are having valid point and right to be worried about gohan well-beings battling against with piccolo the most concerned, despite having done something similar to Gohan during the Saiyan Saga, Piccolo is nonetheless right about the flaws in Goku's plan, especially since Goku never once bothered to tell anyone about his plan to beat Cell until the minute he throws Gohan into the ring. Gohan may have been the only one strong enough to beat Cell, but he isn't mentally ready for the responsibility, doesn't share Goku's love for battle or even want to fight, and finds no pleasure in being beaten senseless by Cell while his father simply stands there and watches it happen even cell calling out Goku for giving senzu bean to healed up

Goku would be weaker that gohan in SSJ 2. Though SSJ 2 is often know as just a pure power multiplier it also unlocks some potential wich gohan has more than goku as seen in canon dragonball Buu Saga and Super heros. Therefore gohan would have a two times increase in potential unlock wihile goku would gain only 1.5 times potential unlock. Gohan therefore would be about twice as strong at Goku in SSJ 2 form.
He was for sure weaker then gohan in the original timeline, goku needed kaioken help from a ssj2 gohan, and vegeta to fully kill cell
This cell was probably also stronger then gohans because his zenkai was probably bigger because it looked like he got beat way worse and harder then cannon cell

No I think if Goku went super saiyan 2 during the Cell Games he would still be stronger than when Gohan went super saiyan 2. He'd be almost as strong as Gohan was before Buu was even awoken.

Goku says gohan is stronger and gohan during the fight of goku vs cell believes goku to be holding back by measuring goku’s power to his own. in which goku tells gohan he was going all out and that gohan is indeed stronger. Gohan did not want to kill or even fight cell which is why he doesn’t really do very well at first glance cause he’s not trying to fight cell.

Before people that read this might get uppity, remember this Goku is highly weakened from his sustained Full Power SS1 against Cell and battle damaged from his fight with Cell and the brutal beatdown from the Cell Jrs, where Gohan was only slightly damaged by Cell but not weakened at all before he went SS2.
