    What if your client HR is not ready to listen? They feel they understand market scenario better than agency.

      Honestly, HR is NEVER your first contact. If you get referred to HR to administer a Job Order that you have already secured, fine. But HR is not your main business development contact. They will likely have preferred suppliers and they may manage the Talent Acquisition team, which makes you a competitor. For preference, start as high as possible . CEO, Senior VP etc. easier to be referred down than referred up!
