Team Fortress 2 (TF2) is a team-based multiplayer first-person shooter video game developed and published by Valve. It consists of nine classes, Scout, Soldier, Pyro, Demoman, Heavy, Engineer, Medic, Sniper, and Spy, and two teams, Red and Blu. The teams try to take the others' objective, such as an intelligence brief case, or a control point.

The way it works somehow is there are like peer reviews which determine how each employee gets paid, and if enough negative feedback is given, you're fired. Stay at the company longer, you get more sway.

The problem here is perfectly stated in this video: "We are still in the top 10 most played steam games" "We still make millions for Valve every week"
Why should Valve put any effort into TF2 if we still put up with the bots and hackers and still buy the terrible cosmetics? TF2 is doing better than ever and Valve doesn't even need to touch it; from their perspective, what could be better than that? Four years and counting is long enough to know that Valve won't have a change of heart and reward the ever growing players. Uh, sorry to shoot your hopes down there, mate. Currently, wanting to work on TF2 is seen as an extremely taboo thing in valve. For one reason or another the game has practically been blacklisted in-house. Trying to do more than the absolute bare minimum is met with extreme prejudice.
There's exactly one person working on the game right now, and doing even something as small as a bug fix patch got him threatened with being fired and afterward has had large amounts of scrutiny put on him to make sure he stays in line.

Because they are stupid.
Because as a company, they don't have much of an incentive to continue updating games that are 8, 9, and 14 years old.
