I commuted for 10 years with a folding bike in Madrid. Only 20 minutes each way but for the one day a year with torrential rain I used normal waterproof trousers which were worth their weight in gold. Poncho, useless, in windy rainy conditions more water seemed to go up than rain down. I did have a change of clothes and shoes at work, together with wypes and deoderant. People would take the mickey at how long I would take to get ready at the start and end of each day but it worked and I think worth the effort for health, environment and cost!
I used to commute to work and had to wear a shirt every day. I used to wear a backpack and daily bring in a clean laundered shirt in a cereal box. It sounds daft but it works.
Rainlegs are great for commuting and everyday cycling,. They're made by a dutch company. They only cover the upper side of the thighs and the knees, which in most cases is all you really need. They're very easy to put on and you almost don't sweat under them. Downside is you can get sprinkles of mud on your lower leg, and when it really pours the lower part of your pants wil be quite soggy.
I use a Packshi shirt carrier. Fold shirt into it, place in rucksack and off I go. I’m lucky that I have a shower at work and l leave suit and shoes at work too. Never worry about waterproof trousers. Shorts in almost all weather and waterproof overshoes if wet.
Waterproof trousers are incredible. Get good ones with good breathability though. Especially for longer commutes

A cleverhood would be a better option than a cheap poncho. Invest in the good quality rain cape.
