it's not that there are no improvements, but under certain conditions the route is always maintained and repaired. because the sugarcane harvest season in Indonesia is only three months from May to August, only light maintenance is important, the locomotive can still pass it and this route is specifically for sugar cane transportation, not for human transport .and the speed of the locomotive is limited to a maximum of 10 km/hour

It doesn't make sense. The reason why there are few new Railways being built is due to the cost of building them. But then they let the infrastructure go to waste by not utilising it?
